RBF Consulting (RBF), as Prime Consultant to the City of Vista, provided preliminary and final engineering for the redevelopment of approximately 45 acres of downtown Vista. Major issues that were analyzed and resolved included floodplain mapping; rail crossing; transit facility relocation; prime arterial realignment and widening; utility relocation and upgrades; and traffic control. To facilitate the proposed development, RBF provided engineering services to vacate and demolish West Broadway and realign and widen approximately one-half mile of Vista Village Drive to a six-lane prime arterial road. Coordination with Caltrans was required for the drainage facilities and Vista Village Drive realignment. Major structures associated with the project included two single-span precast concrete bridges (50 ft.) and a single-span steel pedestrian bridge (55 ft.) crossing over Buena Vista Creek; decorative concrete retaining walls (ranging in height from 4 to 20 ft.) along the creek designed to support the building pads; double-barrel concrete box culverts, junction structures; and confluence structures associated with the flood control design.
